Background and Purpose of the Constitution

(1) The Skills Development Act, 1998 (Act 97 of 1998) makes provision for the establishment or re-establishment of SETAs for each national economic sector. The Minister determined the discrete Sector of the Services Sector Education and Training Authority Services SETA in terms of section 9 of the Act.

(2) This constitution was drawn up in accordance with the requirements of Section 13, as further provided for in terms of section 9 (1) of the Act, and provides an institutional framework for the SETA to develop and implement national, sectoral and work-place strategies, in order to develop and improve the skills of the South African workforce.

(3) The SETA pursues the development of a skilled workforce, in order to provide an improved service to the people of South Africa. The SETA is inspired by the vision of an appropriately skilled workforce, who is empowered to render quality services, which are comparable with world-class standards

Membership/Schedule 4 Organisation Application Process:

Application to the Accounting Authority by a new Organisation

(a) Any organisation that meets the criteria stated in Clause 8 (5) (a) of this Constitution, but is not listed in Schedule 4 to the Constitution, may apply to the Accounting Authority to be so listed.

(b) The Accounting Authority must forward the application to the Minister for the determination that such an organisation belongs in the Sector and grant approval or not approve.

Services SETA Division

The Services SETA established provincial offices with the aim of decentralising its activities, as a platform for our member companies to easily access and participate in skill development initiatives and enable them to engage with us on a one-on-one basis regarding their respective industries.


Provincial offices are the implementation vehicles, which ensure that the Services SETA reaches its goals and targets as set out in the National Skills Development Strategy (NSDS).
