Black Economic Empowerment makes business sense

As our effort to assist and ensure that the Services SETA partners with compliant small and emerging entities who have the relevant tendering documentation, the following templates are made available for those qualifying EMEs and QSE entities.

“EME” - Exempted Micro Enterprise is an entity with a turnover less than R10 million per annum, these small entities automatically qualifies as follows:

    • 100% black owned EME – Level 1 BEE status and a procurement recognition level of 135%

    • 51% or more black owned EME – Level 2 BEE status and a procurement recognition level of 125%

    • Any other EME – Level 4 status and a procurement recognition level of 100%

“QSE” - Qualifying Small Enterprise is an entity with a turnover less than R50 million per annum also qualifies for automatic recognition as follows:

    • 100% black owned QSE – Level 1 BEE status and a procurement recognition level of 135%

    • 51% or more black owned QSE – Level 2 BEE status and a procurement recognition level of 125%

The above stated small and emerging entities do not require a BEE Certificate but a Sworn Affidavit to be stamped by the Commissioner of Oath. In addition Services SETA prohibits fronting as a condition to bid and does not allow fraudulent BEE certificates or Sworn affidavits. The Services SETA established provincial offices with the aim of decentralising its activities, as a platform for our member companies to easily access and participate in skill development initiatives and enable them to engage with us on a one-on-one basis regarding their respective industries.

Provincial offices are the implementation vehicles, which ensure that the Services SETA reaches its goals and targets as set out in the National Skills Development Strategy (NSDS).
