The National Skills Development Strategy III places much emphasis on the need for the skills development system to prioritize and increase its focus and attention on the production of skills for rural development to support government’s prioritization of rural development
The mission of the Services SETA is to adopt a skills policy in support of a comprehensive growth and development strategy to address the three key challenges of poverty, unemployment and inequity.The National Skills Development Strategy III aims to significantly open up opportunities for skills training for people experiencing barriers to employment caused by various forms of physical and intellectual disability. The United Nations Convention on the Rights of Persons with Disabilities describe disability as an evolving concept and said that persons with disabilities include those who have long-term physical, mental, intellectual or sensory impairments which in interaction with various barriers may hinder their full and effective participation in society on an equal basis with others.
The Services SETA has developed strategies and programmes that are appropriate to raise the skills levels of persons with disabilities for them to be employable in order to ultimately improve the absorption of persons with disabilities into occupations within the service sector.
In this regard, the Services SETA has:
  • Set aside 4% of its discretionary funding to support persons with disabilities across the various learning interventions to improve their employability and contribution to economic growth.
  • To mainstream and integrate disability issues across all its policies, projects, programs or activities so as to ensure that persons with disabilities are not unfairly prevented in any way from participating in or benefiting from any of the interventions.

Services SETA Division

The Services SETA established provincial offices with the aim of decentralising its activities, as a platform for our member companies to easily access and participate in skill development initiatives and enable them to engage with us on a one-on-one basis regarding their respective industries.


Provincial offices are the implementation vehicles, which ensure that the Services SETA reaches its goals and targets as set out in the National Skills Development Strategy (NSDS).
