Chamber Overview and Scope – Personal Care Services


Personal Care Services Chamber comprises of four sub-sectors which are diverse in nature, namely, Hair Care, Beauty Treatment, Fashion and Funeral services.  The sub-sectors are further divided into various Standard Industrial Classification (SIC) codes. Ninety percent of member companies that constitute this chamber are Small Medium Enterprise’s which are exempt from paying Skills Development Levies. The chamber is dominated by the informal sector.


Hair Care Sub-sector

The Hair Care sub-sector employs hairdressers, hairstylist and cosmetologists who offer beauty services, such as shampooing, cutting, coloring and styling hair.  The Employers within the sub-sector include the following SIC codes: ladies hairdressing, men’s and ladies hairdressing.


Hairdressing is a trade and practitioners in this sub-sector have to complete a trade test in order to obtain the status of being qualified hairdressers. There are three main qualifications that individuals have to qualify on prior to being eligible to write a trade test. Individuals who have been active in the industry and have obtained years of experience can undergo Recognition of Prior Learning in order to qualify for a trade test and become qualified hairdressers without having to enroll for the three qualifications.


Beauty Treatment Sub-sector

The Beauty Treatment sub-sector has different commercial facets that offer a glamorous career with opportunities for travel and career advancement. The companies in this sub-sector render a range of services which include facials, massages, manicures and pedicures, make-up and other beauty treatments, nail technology; distribution or selling of beauty products and machinery, and consultations for various products including slimming machines.


Funeral Services Sub-sector

The funeral services sub-sector encompasses organisations offering burial and cremation services.  Related services include:

the preparation of the deceased for burial or cremation,

the provision of burial services,

the rental of equipped space in funeral parlors,

undertaking services,

sale of gravesites and the maintenance of the same and insurance sales.


SIC codes covered in this sub-sector include: cutting, shaping and finishing of stone; funeral related activities; and coffin making by funeral enterprises.

Fashion Sub-sector

Fashion sub-sector includes modeling and fashion design. Modeling agencies are the main companies that operate under modeling while fashion designing companies and individual designers form part of the fashion design. Fashion Modeling is open to both male and female models as well as people of any ethnic or national background.

Fashion modeling requirements are not dictated by the fashion trade but by the clientele that require a certain build at a certain height with a certain look for the editorial.  There are models of all ages - up to 60 years of age and over - and the main modeling categories are editorial or fashion and commercial. Fashion design is a form of art dedicated to the creation of various items and other lifestyle accessories and in this sub-sector it encompasses designing of jewelry, bags, shoes and other accessories.
