Chamber Overview and Scope - Labour and Collective Services


The Labour and Collective Services Chamber encompasses two sub-sectors which are Labour Recruitment Services and Collective Services that are different but related to some extent. The following industries are represented in this Chamber:

Labour Recruitment Services

The sub-sector has attained professional recognition through APSO- the professional body for the private employment services sector. As part of this professionalization, three professional designations have been established that will allow individuals working within the sector to differentiate themselves through certification, and these are:


Collective Services

Collective Services sub-sector is made up of dispute resolution organizations, bargaining councils and also includes associations, federations, umbrella bodies and professional bodies.  Employers falling under this sub-sector have members that subscribe to them for industry products and services.

Bargaining councils

Typically, where Bargaining Councils are concerned, the mandate is to ensure compliance within the industries they operate in with regards to conditions of employment and dispute resolution.  Therefore the employees in the industry are required to have knowledge and experience with regards to Collective Agreements, Labour Relations ACT, Employment ACT and other related legislations but also be able to provide high levels of customer service and sales aptitude.  It is a highly legal environment which requires certain skills sets, which typically are rarely combined be it during studies or work environment and therefore makes it impossible to have readily available pool of potential employees to source from.  This has lead over the years, Bargaining Councils becoming typically the training environment for its own environment.  It is therefore critical for Bargaining Councils to at least have quality candidates that have completed Matric and have for passion for people but enjoy the legal environment as well.



Associations, Federations and Umbrella Bodies

Most of the companies that are signified under this Chamber are those that are established to satisfy the needs of group of companies who have a common purpose and having a formal structure. The group occasionally meets to discuss common interests, objectives, or profession.

Professional Bodies

Organisations covered under this industry are those that are independent and are not profit driven. Their main objective is to promote and encourage the development of professionals within industries that they represent.
