Whether you pay R50 or R5 000 per month for Skills Development Levy, you are entitled to get back a portion of the money you have paid in the form of Levy Grants. A simplified form has been developed to make grants more accessible to all companies.
The Services SETA has decided to assist companies by following the procedures indicated and explained below:

1. Companies with 50 or more employees, temporary and permanent employees in total, will complete the Workplace Skills Plan and Annual Training Report on the new format on this website.

Kindly note that disbursement will only be made if the following criteria is met in the submission of the Annual Training Report: (Grant Disbursement for implementation ONLY (ATR) and not for planning (WSP))

Criteria. 1. :
If the company did submit their WSP and ATR before the deadlines, namely:

  • 2006/2007 – 30 June 2006 for WSP
  • 2006/2007 – 30 June 2007 for ATR
  • 2007/2008 – 30 June 2007 for WSP
  • 2007/2008 – 30 June 2008 for ATR

(Extensions cannot be granted as per Skills Development Regulations – failure to submit by due date will result in funds being swept into SETA Discretionary account)

Criteria.2. :
If the WSP and the ATR have been signed off by the following stakeholders:

  • Training Committee / Chairperson
  • Skills Development Facilitator
  • C.E.O/ Managing Director/ Owner.

Disbursement Policy against Criteria:

1.Meeting criteria 1 + 2 = 50 %

All training reports must include letters of accreditation in respect of all training providers utilized by the employer for training longer than 5 days showing that the training provider has been institutionally accredited. They also need to submit proof of expenditure in respect of all training done and it must be submitted with the Annual Training Report. Companies who do not submit proof of expenditure incurred in respect of the training reported on, could also attach a signed certificate from a registered accountant with the Association of Chartered Accountants stating that:

  • The statement of expenditure is correct;
  • Relate to the training claimed for in this claim; and that
  • The proof of expenditure is available for auditing purposes on request by the Services SETA.

Only companies with 50 and more employees who have submitted a Workplace Skills Plan are entitled to claim the Mandatory Grant.

Kindly note that as from the 2006/2007 financial year there will be no payment for the submission of the Workplace Skills Plan.

2. Companies with 1 to 49 employees, temporary and permanent employees in total, will complete the SME Training Report Claim Form on the Services SETA website

We are pleased to announce to you that we have simplified and streamlined our Small Business claiming process for your Mandatory Grant Claims from the Services SETA.

Small Business Levy Paying Members will have an opportunity to claim against actual expenditure on the various types of SSETA qualifying programmes.

We do not require any Workplace Skills Plan from a Small Business. You will be automatically entitled to claim back the full 50% Mandatory Grant from the Services SETA

There is a Small Business Mandatory Grant Claim Form, available on our web site at www.serviceseta.org.za or from our SME Manager directly, Peta Broomberg on 011-276-9600.

For the 2006 – 2007 period, the two dates for submitting your claims are 30 June 2006.

Please note that if you have not claimed by this due date, you will have forfeited your Mandatory Grant and this money will be swept into the SME Discretionary Fund to be spent on SME Learnerships and Skills Programmes.

Skills Development Levies paid by employers who did not submit the relevant grant applications before the due dates will forfeit the grants for that particular year.
