About Levies & Grants

In pursuing its mandate to objectively provide Services Seta stakeholders with information on the levies and grants structure, how levies and grants system function as well as the role and responsibilities of employers falling within Service Seta scope of industry.

Grants structure process is according to the following criteria:

  • Mandatory grants – Employer with annual payroll of over R500 000 and pay skills development levy amounting to 1% of their payroll to SARS. Those companies can claim back up to 50% for training their staff or have them assessed.
  • Discretionary grants- 20% of 1% falls under discretionary fund and these are additional funds that company’s can apply for over and above their Mandatory Grants. e.g Leanerships, Artisans and Internships.
  • National Skills Fund-20% of 1% is forwarded to Department of Labour’s National Skills Fund.
  • Service Seta administrative costs - 10% of 1% is used for Service Seta administration purposes.

Functions to be performed by the Skills Development Facilitator

  • Assist the employer and employees in the development of a Workplace Skills Plan/ Annual Training Report (WSP/ATR) and the SME Training Report Claim Form.
  • Submit the WSP & ATR to the relevant SETA
  • Advise the employer on the implementation of the WSP & ATR
  • Assist the employer with the drafting of an Annual Training Report against the approved WSP
  • Advise the employer on quality assurance requirements as set by the relevant SETA
  • Serve as a contact person between the employer and the relevant SETA.
  • Need to assist the organization in the establishment of the Training Committee for all companies with 50 Plus employees
