Discretionary

 

PURPOSE

The purpose of discretionary grants is to encourage employers, accredited training providers and stakeholders to contribute towards the achievement of the objectives of the Human Resources Development Strategy(HRDS), the National Skills Development Strategy(NSDS), and the Sector Skills Plan(SSP).
The SSETA shall annually prepare and distribute to stakeholders, employers, education and training providers a schedule, setting out the dates for the submission of the applications for grants. The Request for Application of Discretionary Grants shall be advertise in the Government Tender Bulletin (Government Gazette) and will be posted onto the website.
As the SSETA Levy paying member, SSETA would like to give you the benefits of participating in funded discretionary projects (learning types) which relates to Skills Development.
In order to participate you need to follow a tender process as set out in the Bursary Process Flow and Learning Intervention Policy.

The Skills Development Levy is distributed as Follows:
  • 50% Mandatory Grant
  • 20% Discretionary Grant
  • 20% DOL's National Skills Fund
  • 10% SETA Administration

As a levy paying member you are entitled to claim back a percentage of the levy you have paid.
Mandatory Grant – you can claim back up to 50% for training your employee or having them assessed.
Discretionary Grant– 20% of the 1% levy paid falls under the discretionary fund and these are additional funds that companies can apply for over and above their Mandatory Grants, in the form of a Learnership.

CRITERIA FOR DISCRETIONARY GRANTS

The criteria for discretionary grant allocations are reviewed on an annual basis and are linked to the SLA with DHET and the objectives of the NSDS. The recommendation in the research report on Scarce and Critical Skill, National Sectoral and Industry needs will be used as the bases to ensure that resources are aligned to best achieve the Skills Development targets and objective for the Services Sector. Discretionary grants may only be paid to employers paying levies to Services SETA.

Before paying a discretionary grant the services seta will ascertain the following:

The applicant / company must be up to date with levy contributions unless exempt from paying levies (proof of exemption must be submitted).

All applications must be in response to an advertisement published in the Government Gazette according to ender process.

All potential applicants who are Services SETA member companies who meet the qualifying criteria must complete the prescribed application form on the Services SETA website www.serviceseta.org.za The application for grants must be submitted on the prescribed application form.

The Services SETA will reject a discretionary grant application if:
The discretionary grant criteria are not met,
The submission deadline has not been met.
