Q: What is the Quality Assurance of Learner Achievements Division responsible for?
A: The QALA division, within the Services SETA ETQA, focuses on the quality of delivery of *learning programmes, the assessment and moderation thereof, verification activities, as well the recording of learner achievements for the purpose of certification of competent learners, as per SAQA requirements.
The ETQA Regulations under the South African qualifications Authority act,. 1995 (act No. 58 of 1995) states that one of the functions of the Education and Training Quality Assurance Bodies, is to … “take responsibility for the certification of constituent learners;”
Q: Is the QALA Division responsible for the certification of all learning interventions?
A: The division is responsible for quality assuring learner achievements from the various learning interventions.
The SETQAA takes responsibility for certification of competent learners at band level i.e. 120 credits and more.
The responsibility of certificating learners at unit standards level has been devolved to Accredited Training *Providers subject to approval by the SETQAA QALA Division.
Q: What are the requirements that a provider must meet that lead to the certification of learners?
A: The requirements are as follows:
- The provider must have been awarded “Provisional Accreditation” for the learning programme they wish to deliver on.
- Providers must enrol learners through to SETQAA via the MIS disc prior to commencing with Training and Assessment interventions.
- Learner achievements from the Assessments conducted must be reported to SETQAA through the Offline System disc. Note that the learner achievements must cover all the unit standards making up the qualification.
- Internal and External *Moderation reports must have been submitted to SETQAA.
- The Provider must prepare and avail its learners for Final Summative Assessment for qualifications pegged at NQF 4 and above.
- Verification/External Moderation activities conducted by SETQAA must produce a positive outcome, and the relevant report submitted to SETQAA.

Q: What if the External Moderation produces a negative outcome?
A: Note that according to the SETQAA Model, External Moderation will be conducted prior to conducting Final Summative Assessments. Therefore, if the outcome of the External Moderation Activity is negative, that means the learners are not ready for Final Summative Assessments. In this case, the provider will be advised on the areas of remediation.
Provider will be required to address the identified areas of remediation and re-moderation will take place. Pending the outcome, learners will be allowed to either go through for FSA or be exited against the unit standards that have been upheld.
Q: What happens if the outcome of verification is negative?
A: If the outcome of verification is negative, it means SETQAA cannot accept the learner achievements from the Final Summative Assessment conducted. The way forward will then be dependant on reason behind this negative outcome.
Q: What is the time frame for the certification of competent learners?
A: Provided all the SETQAA requirements have been met, the learners who have been deemed competent will be certificated within four weeks after verification.
Q: What is the responsibility of the Certification Partners?
A: The main function of the Certification Partners is to assist SETQAA by promoting and maintaining quality within their respective industries, in line with the SETQAA requirements.
Q: Can Training Provider liaise directly with the Certification Partner?
In light if keeping clear lines of communication, the Training Provider must liaise directly with the Services SETA ETQA. Once all the requirements have been fulfilled as per the QALA process, SETQAA will notify the Certification Partner to conduct External Moderation and FSA (if a qualification is pegged at NQF 4 and above). The CP will then report back to SETQAA on such activities for verification purposes and actioning way-forward.
Q: When can an employer get the final 25% of the learnership grant?
A: Upon *successful completion of the Learnership.
