Learnership Implementation through MOU for Non-Services SETA Stakeholders

The Stakeholder will contact the SETA that they pay levies to in order to inform this SETA of their intentions. The SETA* will decide on the funding issues for the Learnership.



The SETA will then ask the Stakeholder to fill in a Services SETA Letter of Intent (LOI) to participate as an Employer.

Should the Stakeholder also wish to participate as a Training Provider as well, then the

Stakeholder must also fill in the LOI for Training Providers.

The Stakeholder will submit this LOI to the SETA.

The SETA will log the LOI and attach a letter addressing the following:
- Who is funding the Learnership (the SETA or the Stakeholder)
- Who the Training Provider is, and whether the provider has Learning Programme Approval for that qualification from the SSETA



Or if the Services SETA should select a provider. ·If the provider they have chosen to use, does not have Learning Programme Approval from the SSETA for the qualification, the SETA must state this in the letter, and commit to send the programme to the SSETA for evaluation through the MoU intervention prior to the commencement of the Learnership.

Which SETA will be reporting on the learners (NLRD with SAQA and DoL)

The SETA will forward the LOI and the attached commitment letter to the Services SETA on behalf of the Stakeholder.



Upon receipt by the Services SETA department, the LOI will be logged for tracking purposes. Then a confirmation will be sent to the SETA by fax. The MoU Co-ordinator will file the following documents:
  • The faxed confirmation letter sent to the SETA
  • The original Commitment Letter from the SETA

Note that for learnership implementation, the Training Proviser should have "Provisional Accreditation" for the programme that they'll be using for the learnership. Only training delivered against a programme that is aligned to NQF registered unit standards and/or qualifications, and approved/accredited by SETQAA will result in the issuing of certificates by SETQAA.

You are therefore advised to ensure that the training provider you opt to use has the correct accreditation status (should you not be acting as the Lead Provider).



Once the learnership agreements have been completed by the relevant parties and captured by the SETA, I will need information the following information for tracking purposes:

- Learner details
- Training provider details

SETQAA will then be responsible for the Quality Assurance (QA) and reporting to SAQA on learner achievements, and the SETA will report to DoL since they will be funding the learnership
