The following priorities have been identified by the SETA together with critical success factors, against which we will self-monitor our activities, towards the achievement of a sound Sectoral Skills Planning strategy.

To create a culture amongst members of wanting to address technological changes and wanting to address re-skilling requirements in their companies and amongst their workforce.

To encourage a culture amongst our members of wanting to Recognise Prior Learning, by developing models, of Recognition of Current Competency, as a means to identify the appropriate NQF Skills levels of all employees and especially Previously Disadvantaged Individuals, in-and-out of the workplace.
  • Develop and implement a Levy Grant "D" incentive scheme to encourage companies to prioritise Recognition of Prior Learning, prior to Training, Assessment or Certification taking place in the workplace.
  • Develop models and instruments for the Recognition of Current Competency.
  • Establish a network of Recognition of Prior Learning Advisors, nationally.
  • Identify and accredit centres for Recognition of Prior Learning, nationally
  • Promote and market these centres and services to our members
    Incentivise the identification of Recognition of Prior Learning opportunities in the Grant "C" applications in Work-Place Skills Plans.

To Develop, Market and Communicate the concept of the Certification of Competency using "Board Assessments" in each Chamber
  • To integrate with the Joint Qualifications Framework for each Chamber, areas where "Board Assessments" for Certification will be offered.
  • To market and create buy-in of the differences between Recognition of Prior Learning, Training, Assessment and Certification.
  • To accredit Certification Assessors nationally for all Chambers in the Services SETA.

To stimulate interaction in the medium to long-term between the formal and informal sectors to encourage SMEs to participate in the Skills Development process.

To promote a QMS-System (Investors in People, ISO, or other) accreditation of members in each Chamber.
  • Seek reciprocal acceptance between all QMS systems currently represented within the SETA Chambers
  • Promote Investors in People, ISO and other QMS systems widely within the SETA
  • To set the example by the SETA itself seeking Investors in People or ISO Accreditation. Design Action Plan and implement.
  • Identify companies currently accredited with a QMS-System.
  • To ensure the audit of practices, and manage their transition to full QMS-System Accreditation to the satisfaction of the NSA.
  • Implement a project activity with 1% of companies identified in each Chamber, who currently do not have a QMS-System Accreditation, to assist them towards their full accreditation.

To ensure that temporary employees and other a-typical employees have direct access to, and benefit from the levy
  • Finalise models to track skills identification, acquisition and tracking in A-typical employees, such as temporary employees and/or domestic workers

  • Design and implement a process for the tracking of Skills Passport for a-typical employees.
  • Extend this system to all Learners registered within the SETA

To develop and implement a strategy on Pre-Employment Assessments for a-typical employees by ensuring that the Labour Recruitment is incentivised to offer pre-employment services to unemployed individuals.
  • To identify Internationally acceptable assessment tools.

  • To ensure that a Funding Window is created within the NSF for the acquisition of these tools and for the skilling of the Industry on these tools.
